Call for Development Group Members – Comprehensive Review – AS 7523 Rolling Stock Emergency Equipment Standard
The closing date for nominations – Thursday 12 December 2024
The Rail Industry Safety and Standards Board (RISSB) is seeking nominations from industry representatives and subject matter experts to review and update AS 7523 Rolling Stock Emergency Equipment Standard.
How will this help the rail industry?
Railway accidents have demonstrated the importance of having adequate emergency equipment onboard rail vehicles. This plays a crucial role in ensuring the safety of passengers and crew in the event of an emergency.
- The introduction of new zero emission technologies such as hydrogen and battery power will inevitably have an impact on the emergency equipment, spares, and tools required in an emergency. Therefore, it is important that this Standard is updated accordingly.
- Having appropriate brake adaptor equipment when a failed vehicle is to be rescued is also crucial and will be incorporated in this update.
- It is important that standards are simplified as far as possible so RISSB will take the opportunity to combine the existing three parts (Locomotive, Passenger Vehicle and Infrastructure Vehicle) into one standard.
About
This document describes requirements for the portable emergency equipment that shall be carried by rail vehicles.
The main purpose of the requirements is to harmonise and define the:
- types of portable emergency equipment to be carried
- requirements for emergency equipment
- quantities of emergency equipment
- documentation that shall be carried relating to emergency equipment
- maintenance requirements for the emergency equipment.
Time commitment
Development Group membership is voluntary and requires the support of your organisation to attend and contribute. There will be a minimum of six meetings held between January 2025 and July 2025. Further information on the responsibilities of a Development Group member can be obtained from the RISSB Website.
How to contribute
Stakeholders and interested parties are invited to submit nominations for subject matter experts to join this Development Group to contribute to the overall depth and quality of the product.

As part of your nomination, please provide a brief including your contact details, interest in this development (materially affected party, subject matter expert, etc.), and any other information supporting your participation. This information will assist us in ensuring balanced representation from all major interest categories in developing this document.
