Call for Development Group Members – Review – AS 7531 Rolling Stock Lighting and Visibility
The closing date for nominations – Monday, 2 December 2024
The Rail Industry Safety and Standards Board (RISSB) is seeking nominations from industry representatives and subject matter experts to contribute to a targeted review of AS 7531 Rolling Stock Lighting and Visibility.
How will this help the rail industry?
This targeted review will further clarify requirements for industry, incorporating recommendations from the Monash Institute of Railway Technology (MIRT) report commissioned by the Office of the National Rail Safety Regulator (ONRSR) as well as requirements from ONRSRs Code of Practice: Train Visibility at Level Crossings which is currently with Ministers for endorsement following industry consultation. RISSB seeks to work collaboratively with ONRSR and key industry partners to improve safety at level crossings.
About
On release of the reviewed AS 7531 Rolling Stock Lighting and Visibility Standard in December 2023, RISSB had made a commitment to industry to complete a second targeted review. This review shall focus on the assessment and inclusions of recommendations from the MIRT report. The following scope items will be included in the targeted review:
- technical specification for rolling stock conspicuity (luminance contrast) performance measures and testing methodologies. This will include:
- definition of luminance contrast levels (range or minimum performance requirements) applied to front facing areas of the leading rolling stock vehicle that consider various backgrounds and environmental conditions
- testing methodology for measuring luminance levels of rolling stock as a normative appendix added to the Standard
- the contribution of the livery and lighting design, the use of retro reflective technology and consideration for appropriate safe sighting distances of front facing areas of the leading rolling stock vehicle
- review of livery design (colour, patterns, application) on front facing areas of the leading rolling stock vehicle and retroreflector technology
- the review of technical requirements and corrections for rolling stock lighting design.
Time commitment
Development Group membership is voluntary and requires the support of your organisation to attend and contribute. There will be a minimum of 4 meetings held between January 2025 and July 2025.

How to contribute
Stakeholders and interested parties are invited to submit nominations for subject matter experts to join this Development Group to contribute to the overall depth and quality of the product.
