Review - Operational Concept for the Australian Rail Network

The Rail Industry Safety and Standards Board (RISSB) is seeking nominations from people to join a Development Group to review the Operational Concept for the Australian Rail Network.

How will this help the rail industry? 

The purpose of this review is to ensure that the safety and operational goals outlined in the Operational Concept for the Australian Rail Network (ARN) are aligned with the change management requirements specified in the RISSB Code of Practice (CoP) for the Development and Maintenance of Network Rules. This review will confirm that the guidance provided to Rail Transport Operators (RTOs) for managing network rules continues to support the seven Fundamental Operating Principles, which are critical to maintaining the safety, efficiency, and interoperability of rail operations across the network.

About

The Operational Concept for the Australian Rail Network is part of the National Operating Publications Framework, which includes the National Rules and provides a methodology for testing whether a proposal for rules development and/or change is within the scope of National Rules and other National Operations Publications. It achieves this through the seven Fundamental Operating Principles.

The main objective of the CoP for Development and Maintenance of Network Rules is to provide RTO’s with a structured process for identifying the need for new or amended network rules, maintaining existing rules, and ensuring that rules align with safety standards. It emphasizes a risk management approach to ensure that network rules effectively manage operational risks while facilitating stakeholder consultation, compliance with regulatory requirements, and maintaining consistency with national safety objectives.

Time commitment

Development Group membership is voluntary and requires the support of your organisation to attend and contribute. There will be a minimum of six meetings held between November 2024 and March 2025.

How to contribute

Stakeholders and interested parties are invited to submit nominations for subject matter experts to join this Development Group to contribute to the overall depth and quality of the product.

As part of your nomination, please provide a brief including your contact details, interest in this development (materially affected party, subject matter expert, etc.), and any other information supporting your participation. This information will assist us in ensuring balanced representation from all major interest categories in developing this document.
