There’s been a great deal of work happening since that time on those five priority areas, and what I’ve learned in more recent times is that as difficult as I expect it will be, the mandatory standards will be the ‘easy’ bit! In my opinion, there is far greater complexity and difficulty in resolving the many regulatory, funding and policy issues – with the almost inevitable variations that exist for each State and Territory. But we also need to recognise that the development of mandatory standards is likely to require changes to the established processes employed by RISSB for non-mandatory standards. These processes have served industry well, but for the development of mandatory standards – that effectively become part of the Law - RISSB will need to review and likely amend its processes, and we’ve got plenty of experience to call upon at the (UK) RSSB and (Europe) UIC. The other perhaps unintended (positive) consequence of governments’ push for greater industry reform is what I’m witnessing almost daily, and that is the energy and momentum for greater harmonisation and interoperability across a whole range of industry opportunities – not just the five priority areas identified by Ministers. I was fortunate to attend an industry forum this week organised by the NSW Transport Asset Holding Entity (TAHE) to develop a more cohesive approach across industry for investing, for information sharing, and ongoing support for remote condition monitoring equipment. Australia has developed some world-class approaches to remote condition monitoring, resulting in significant improvements in asset reliability and safety. Further growth in rail modal share will be very much dependent on further improving asset reliability and network resilience, and so a more coordinated approach to remote condition monitoring is recognised as a critical component of driving those improvements. And a piece of unashamed self-promotion – RISSB and industry has developed a comprehensive condition monitoring guideline that can be further enhanced through standardising best-practice approaches and wider industry adoption. We really are now entering the action phase of this new round of industry reforms. RISSB and industry stand ready to contribute its collective subject matter expertise and standards development expertise to ensure that the reforms deliver the greatest benefit in the shortest possible time. LATEST NEWSRISSB AGM appoints new Board ChairThe RISSB 2024 Annual General Meeting was held online on Thursday 28 November 2024. Dr Gillian Miles was appointed as the new independent Chair. The Board of Directors thanked Deb Spring for her leadership and commitment to RISSB and welcomed Dr Miles. It was encouraging to see members participate in the AGM process and contribute to decisions that ensure RISSB continues to deliver for the industry. We thank members who submitted their proxy voting forms and who attended the virtual AGM. PEOPLE SPOTLIGHTDr Gillian Miles Dr Gillian Miles connects the unconnected by supporting executive teams to drive new business approaches, build capability and reinvigorate organisations. Gill is known for her expertise in systems thinking that delivers innovative solutions that make an impact. With an extensive background in the public sector Gill has advised Australian governments and led organisations in national, state and local governments. Gill has led policy, business and organisation reforms in numerous transport-based organisations as the CEO, National Transport Commission, the Head of Transport Victoria and numerous deputy secretary roles in transport and community development. Gill has a personal commitment to supporting young people by mentoring and delivering leadership programs. Her other engagements include being Commissioner at Infrastructure Australia, Director National Heavy Vehicle Regulator and the Chair Chisholm TAFE Victoria. Gill was appointed RISSB Board Chair in November 2024. PRODUCT SPOTLIGHTThe Track to Decarbonised Rolling StockThe road to zero emissions will be different for every rail operator, but a consistent approach to standards and procedures is critical. The Track to decarbonised rolling stock white paper is a step towards that goal, identifying any gaps within our rolling stock related standards, with the aim of incorporating the most recent zero-emission technologies. The paper provides a roadmap for successfully integrating zero emissions rolling stock technologies across the Australian rail industry. RISSB PRODUCT UPDATESProgress report - Code of Practice Rail Safety InvestigationsThe Development Group for the Code of Practice Rail Safety Investigations is close to finalising the draft document, following its latest meeting on 27 November 2024. Facilitated by Michael Maartensz, RISSB Standards Development Manager, this was the 12th meeting of the group since it was established. The group aims to produce a document that promotes a just culture approach to rail safety investigations and applying a standard method of investigation to all rail safety occurrences. The Code of Practice will be of great benefit to the Australian rail industry as it provides the basis of a common approach to the investigation of occurrences. Seven products published in DecemberThis month we have finalised and published several product reviews, and delivered a new Australian Standard and a new Code of Practice. All these products are aimed at improving safety across the Australian Railway Industry, through improvements to the requirements and recommendations within the individual projects. The detailed product release notes describe the objective and scope, and advice on the adoption and implementation of those products.

Nominations close on Friday, 28 March 2025 and the winner will be announced at the Rail Safety Conference dinner in Sydney in May 2025. eLearning delivers better medical assessments outcomes for industryThe National Standard for Health Assessment of Rail Safety Workers 2024 (the Standard) came into effect on Monday, 11 November 2024. All health assessments for rail safety workers must now comply with this new edition. An eLearning program being designed by RISSB and our partners will help streamline the process, MEMBER SPOTLIGHTUGL is a world class provider of design, construction, operations and maintenance services to the energy, transportation, resources, communications and Defence sectors. This year, the company is celebrating its 125th anniversary. In November, more than 1,000 employees, their families, and friends of UGL came together to celebrate on UGL’s oldest site, Broadmeadow in Newcastle, New South Wales, which began 125 years ago as Goninan. RISSB frisbee takes off at AusRAIL 2024The RISSB frisbee made an appearance at the AusRAIL 2024 on the Gold Coast and dare we say, the most fun giveaway! The moment RISSB CEO Damien White held up the frisbee during his presentation, there was a steady stream of intrigued members lining up for one at our exhibition booth. It was a great way to meet representatives of our members and other attendees – amid the fun, we managed to have some serious discussions about our standards and guidelines, training programs, the 2025 RISSB Rail Safety Awards and the Horizons Program, which will be in its seventh year in 2025. TRAINING AND EVENTSExtended ALCAM training in Perth delivers more trainee surveyorsRISSB has been working closely with the National ALCAM Committee (NAC) to plan the ALCAM Survey & Rating Training calendar for 2025. RISSB and NAC have also agreed to a new ALCAM training proposal which included running the first extended 5-day ALCAM Survey & Rating Training in Perth from 2 – 6 December 2024. This extended training will allow those who successfully complete it to undertake ALCAM assessments as a Trainee ALCAM Surveyor. Trainee ALCAM Surveyors can then complete 10 ALCAM surveys independently and have them checked and verified by an ALCAM subject matter expert before becoming an ALCAM Surveyor.
